Mr. Liu is a specialist in mergers and acquisitions, with deep experience in advising Chinese companies on outbound M&A and investments in Europe, North America and the rest of Asia and particular expertise in providing strategic legal and business advice to industry, private equity and venture capital investors. Mr. Liu advises on cross-border transactions for both international investors coming into China and PRC enterprises investing offshore, and he has substantial experience structuring joint ventures, direct investments and acquisitions in both hi-tech and traditional industry sectors.
Mr. Liu has acted as counsel to a wide range of firms, including some of the world's largest funds as well as small-scale start-ups, on their strategic investments in China. He has deep experience and knowledge in the healthcare sector, including biotechnology and medical devices, as well as the related legal regulatory environment. He has been involved in all phases of investment and M&A transactions in China, from the initial planning and structuring through the approval and implementation stages. He also has extensive experience acting as business advisor to corporate directors and individual investors.
Before joining Dorsey, Mr. Liu was a partner in the Jincheng, Tongda & Neal law firm where he was a member of the Management Committee from 2005 to 2011 and Managing Partner of the Shanghai office in 2008 and 2009. Before joining JT&N in 2004, he was an associate in the Shanghai office of Baker & Daniels. Before joining Baker & Daniels, Mr. Liu was in-house counsel for The Father's Table Inc.
Mr. Liu has a Bachelor of Arts degree from Peking University, a Masters of Arts degree from the University of Delaware and a Juris Doctor degree from George Mason University Law School. He is a member of the Maryland Bar. He is a native Mandarin Chinese speaker and is also fluent in English and French.
